# Built to Municipal Procurement Standards

Public work is decided on bonding capacity, safety record, licensing and whether you can survive the paperwork — not on a brochure. Here is where we actually stand on each of those, including the parts we cannot claim.

Licensing

## Where We Are Licensed, and Where No License Exists

Two of the three states we build in do not license general contractors at all. Saying so plainly is more useful to an evaluator than a blanket claim that falls apart on verification.

### Texas

Texas issues no state general contractor license. We register and permit through each local authority, and register every project of $50,000 or more with the Texas Department of Licensing and Regulation under the Architectural Barriers Act, where the construction documents go to a Registered Accessibility Specialist for review.

### Oklahoma

Oklahoma issues no state general contractor license either. We hold an Oklahoma City Building Contractor license, active and in good standing with OKC Development Services — the license under which the Hugo municipal building was delivered.

### Arkansas

Arkansas Residential Builder License #56820, covering light commercial and mixed-use work. Contact us for scope-specific licensing verification before a bid deadline rather than after.

Building outside these three states? Our General Manager holds the NASCLA Accredited Examination for Commercial General Building Contractors, which twenty licensing agencies across 17 states and the U.S. Virgin Islands accept in place of their own trade exam. If your solicitation needs us licensed somewhere we are not yet, that is a filing rather than a re-examination, and we will pursue it for the work.

Common Questions

## Procurement Questions

Have you delivered public-sector work before? Yes — one municipal project to date: a 5,000 square foot maintenance building for the City of Hugo, Oklahoma, delivered under our Oklahoma City Building Contractor license and through municipal procurement and inspection. We would rather name the one and let you check it than imply a portfolio we do not have.

Can you meet bonding requirements on a public bid? Single-project bonding to $10,000,000 and an aggregate program above $25,000,000, through a nationally recognized A-rated surety. Bid, performance and payment bonds are available, and prequalification for a new opportunity is typically completed within 48 hours.

Do you handle Texas Architectural Barriers registration? Yes. Any Texas project with a total estimated cost of $50,000 or more must be registered with the Texas Department of Licensing and Regulation, and the construction documents reviewed by a Registered Accessibility Specialist. We run that process as part of the work rather than treating it as the owner s problem, and we flag it during preconstruction so it never becomes a schedule surprise.

Are you a certified veteran-owned business for set-aside purposes? UTS BuildPros is veteran-owned and veteran-led — our General Manager served 11 years in the Army, and two of our project managers are a retired First Sergeant and a 20-year combat arms veteran. We are not currently claiming SBA Veteran Small Business Certification, which is the certification that governs federal set-asides. If your solicitation requires it, ask us and we will tell you exactly where we stand rather than guess.

What is your safety record? An Experience Modification Rate consistently below 1.0, which is lower than the industry average. All field supervisors hold active OSHA 30-Hour Construction Outreach training and site workers hold OSHA 10-Hour minimum. We are ISNetworld A-rated and Avetta credentialed, and both are verifiable by your procurement team directly rather than on our say-so.
