Certified Steel Building Contractors in Texas: What MBCI SSR, NASCLA, PMP and ISNetworld Actually Mean
Part of our Metal Buildings guide.
Short answer: there is no single "certified steel building contractor" credential in Texas. The word usually points to one of four different things. MBCI's Standing Seam Roof (SSR) installer certification is a manufacturer's course that qualifies an installer for MBCI's roof warranties. The NASCLA Accredited Examination is a commercial contractor exam some states accept in place of their own; it is not a license, and Texas is not on its list of participating states. PMP is the Project Management Institute's credential for people who lead projects. ISNetworld is a prequalification platform where hiring clients grade contractors against their own requirements. Each proves something specific, and each can be checked.
I hold the first three personally, and our company is graded on the fourth. Here is what each one means, so you can weigh it on any contractor's website, including ours.
MBCI Standing Seam Roof (SSR) Installer Certification
What it is. MBCI, a Cornerstone Building Brands company, runs a two-day installer course with classroom and hands-on training on its standing seam roof systems: Ultra-Dek, Double-Lok, SuperLok, BattenLok HS, LokSeam and Craftsman HB. To attend, MBCI asks for proof of general liability and workers' compensation insurance and at least three years of active metal building installation experience immediately before the class.
Why it matters to an owner. MBCI states that this certification "is required for the Standard III Warranty and all Single Source Warranties," its weathertightness warranties on standing seam roofs. If you want that warranty on an MBCI roof, the installer has to hold it.
What it does not prove. MBCI's own application form says the program only assures that MBCI provided the training and the applicant completed the course, and that MBCI does not inspect certified installers' work. It is evidence of training on specific systems, not a guarantee of workmanship.
Whose it is. MBCI says the certification "stays with you no matter what company you work for and can be used nationwide," though it is sponsored by an insured employer and moved through MBCI's transfer process when an installer changes companies. Mine is dated December 2024 and covers the six systems above. Ask any contractor which person holds the certification and for which profiles.
The NASCLA Accredited Examination (Commercial)
What it is. The National Association of State Contractors Licensing Agencies offers an accredited examination for commercial general building contractors. NASCLA says contractors who pass "can use their results in lieu of state-specific trade exams in participating jurisdictions."
What it is not. Passing is not a license anywhere. NASCLA is explicit that candidates "must follow all state agency application policies and procedures in order to become licensed," which means each state's own financial, insurance, experience and business requirements. Its list of participating agencies covers 17 states and the U.S. Virgin Islands. Texas is not among them.
How it applies to us. I passed the NASCLA commercial exam. It shortens the path to licensing in participating states; it does not make us licensed in them. Our licenses are exactly these: Arkansas Residential Builder License No. 0465660226 (residential only, not commercial) and City of Oklahoma City Building Residential Contractor License CR-37328-L. We are not licensed in Louisiana yet and do not contract work there that requires a license.
What Texas licenses. In Texas, the trades are licensed at the state level: the Texas Department of Licensing and Regulation licenses electricians and electrical contractors and air conditioning and refrigeration contractors, and the Texas State Board of Plumbing Examiners licenses plumbers. UTS BuildPros does not self-perform those trades; licensed contractors do that work under their own licenses and permits. Building permits are issued by cities, under each city's adopted code.
PMP (Project Management Professional)
What it is. PMP is the Project Management Institute's certification for people who lead projects. Under PMI's July 2026 exam content outline, candidates with a bachelor's degree need at least 36 months of experience leading projects in the past 10 years (60 months with a high school diploma), plus 35 hours of project management training, and must pass a 180-question exam in 240 minutes. Holders renew every three years by earning 60 professional development units.
Why it matters on a building. It is a credential in planning, scheduling, cost control, risk and change management, which is most of what goes wrong on a construction job. It says nothing about construction trades or codes.
How to check. PMI's online Certification Registry lists certification holders. PMI notes that holders can opt out, so a missing name is not proof either way; ask for the certificate number. Mine is PMP No. 3915815.
ISNetworld (ISN)
What it is. ISN describes ISNetworld as "an online contractor management platform" that helps organizations manage compliance requirements for their contractors and suppliers. Hiring clients set requirements by location, risk level or work type, and ISN's review team checks contractors' submitted documents against those requirements.
What a grade means. A grade reflects how a contractor's safety program, insurance and records measure against a particular hiring client's requirements. Scoring varies by hiring client, so an "A" with one client is not a universal rating. UTS BuildPros is ISNetworld A-rated through the UTS, LLC account.
What to ask for alongside it. The experience modification rate (EMR) is the insurer's measure of a contractor's injury history against its peers. Ours is 0.81 for 2026, rated by NCCI. Our field supervisors are OSHA 30-Hour trained; OSHA itself says none of its Outreach courses is a certification, so read that as training, not a credential.
Other Training You Will See Listed
ACI certificate programs. I have completed the American Concrete Institute's certificate programs in Fundamentals of Concrete Construction and Fundamentals of Concrete and Materials. These are online courses of study with course exams. They are different from ACI's exam-based certifications, such as Concrete Field Testing Technician Grade I, which require written and performance exams. The engineer designs the slab and an independent lab tests the concrete; the certificate programs mean we understand the placement and curing decisions we are responsible for.
EPA lead-safe certification. For renovation work in housing built before 1978, UTS BuildPros is an EPA Lead-Safe Certified Firm. That matters on apartment work, not on a new metal building.
How to Verify Any Contractor's Credentials
Ask whose credential it is. Many certifications belong to a person, not a company. Ask who holds it and whether that person will be on your job.
Ask for the number and the scope. A PMP number, the MBCI systems covered, the license number and classification. A residential license is not a commercial one.
Check the source. PMI's registry, the state licensing board's lookup, and the hiring client's view in ISNetworld. Our contractor vetting guide covers bonding, EMR and insurance limits as well.
Where We Fit
UTS BuildPros builds metal buildings across Texas, Oklahoma and Arkansas, from shops and warehouses to O&M facilities on remote solar sites; we have delivered O&M facilities for WHC Energy Services at Greater Bryant Solar and Delaware Ranch Solar, and two more are under construction. UTS BuildPros began as Complete Install Services in 2007, and UTS, LLC, which is veteran-owned, acquired it in 2022. See our metal building services, commercial metal buildings and energy O&M facilities, or the full list on our about page. Call (940) 231-2640 or request a quote.
