We build on both sides of the Red River, and the assumption that costs us the most time is that an Oklahoma building is a Texas building with a different address. Two things make it genuinely different, and both are code rather than market.
Start With the Real Number
A turnkey metal building in the Oklahoma City area generally runs $60 to $150 per square foot. That is all-in: foundation, erection, insulation, electrical, doors, and permitting.
The advertisements you have seen quoting $22 to $40 per square foot are shell-only — the steel package delivered, not a finished building. The completed project typically lands three to four times the shell price, and that gap is where most first budgets fail. It is not a bait and switch by any single vendor; it is two different products described with the same unit.
Oklahoma City's Adopted Codes Are Older Than You Expect
Oklahoma City's adopted codes include the 2018 International Building Code, the 2018 International Plumbing and Mechanical Codes, the 2018 International Fire Code, the 2017 National Electrical Code, and the 2009 International Energy Conservation Code. The current list is published by the City of Oklahoma City Development Center.
That 2009 energy code is the one worth pausing on. Most Texas jurisdictions we work in are on the 2021 IECC. An envelope and mechanical specification carried across the state line will not match, and the mismatch runs in the direction people do not expect: a specification written for Texas will typically exceed what Oklahoma City requires, which is not a problem for compliance but is a problem for a budget built on the assumption that the two are equivalent.
Oklahoma also operates a statewide code framework through the Oklahoma Uniform Building Code Commission, which sets the baseline that a municipal adoption sits on top of. Outside city limits, the county is the reviewing authority.
Wind and Storm Design Is Not a Marketing Line Here
Oklahoma City sits in a genuine tornado climate and the adopted provisions reflect it. The adopted residential design wind speed is 115 mph in Table R301.2, Oklahoma's Appendix Y residential tornado provisions set prescriptive requirements against a minimum 135 mph event corresponding to an EF-2, and storm shelters are designed to 250 mph.
Here is the honest version, because it gets oversold: no conventional building, steel or otherwise, is designed to survive a direct hit from a violent tornado. What engineering buys you is performance in the far more common high-wind and EF-0 to EF-2 events, and it shows up in anchorage, connection design and roof attachment rather than in anything you can see.
If what you actually need is occupant protection in a violent event, that is a rated storm shelter, it is a separate scope, and the design criteria are different. FEMA publishes the relevant guidance in its safe room guidance. Anyone selling you a metal building as tornado-proof is selling you something that does not exist.
For a commercial structure, site-specific wind loading is determined under ASCE 7 and you can check a specific parcel with the ASCE 7 Hazard Tool.
What the Money Goes To
On a typical Oklahoma City project, roughly in order:
**Foundation.** Site-dependent and the least compressible line on the job. Design it from a geotechnical report rather than an assumption.
**Steel package and erection.** The part the shell-only advertisements price.
**Envelope and insulation.** Where the older energy code changes the answer relative to Texas.
**Electrical and mechanical.** Governed here by the 2017 NEC rather than a later edition.
**Site work.** Grading, apron, drainage, utilities. Routinely underestimated because it is invisible in a rendering.
**Permitting and inspections.** Handled through OKC Development Services at 420 West Main Street, or the county for sites outside the city.
Material Prices Are Moving, and You Can Watch Them Yourself
Steel is the largest single commodity exposure on a project like this. Rather than take a contractor's word on direction, track it: the BLS Producer Price Index is the primary series, and steel mill products specifically are published as FRED series WPU1017.
It is worth ten minutes before you sign anything with a long lead time, and it will tell you whether a quoted escalation clause is reasonable.
Getting a Number You Can Use
