Why Capital Work Needs a Plan Before a Price
Capital projects on an existing community fail in predictable ways. Each of these is designed out before work starts.
The condition is deeper than the walk
Rot behind siding, corroded stair stringers and failed flashing only show once something is opened. Discovery is priced as its own step so the estimate holds.
Water decides the order
Roofs, flashing, windows and drainage come before finishes, because every dollar spent inside a building that still leaks is spent twice.
Budgets arrive in years, not all at once
Scope is written in tiers that each leave the property stable, so the owner can fund the plan across budget cycles or a lender's draw schedule.
Structural work is engineered and permitted
Breezeway, stair and balcony repairs are designed by a licensed engineer and permitted, not patched. That is what protects residents and the owner.
Residents are still home
Exterior work moves building by building with protected paths, open exits and noticed interruptions, so capital work does not become a retention problem.

Roofing and building envelope
Roof replacement, flashing, siding, trim, sealants and exterior paint, with water intrusion traced to its source before it is covered up.
Breezeways, stairs and balconies
Engineer-designed structural repair and replacement of stairs, landings, breezeways, balconies and railings, permitted through the local authority.
Windows and exterior doors
Window and door replacement sequenced unit by unit with the resident, including interior trim and cleanup the same day.
Parking, paving and drainage
Parking lot repair and resurfacing, striping, sidewalks and site drainage corrections, phased so residents always have a place to park.
Mechanical, electrical and plumbing
HVAC, water heater, plumbing and electrical system replacements by licensed trades, scheduled around occupied units.
Life safety and code items
Open code violations and life-safety deficiencies cleared first, against the city's deadlines rather than the asset plan's.
From Condition Report to Closeout
The order matters more than the scope. Each step produces what the next decision depends on.

A written condition walk and line-item scope, or a check of your existing property condition assessment or reserve study against what is actually there.

Tiered capital plan
Scope split into life safety and code, water intrusion, systems at end of life, and value work. Each tier can be approved and funded on its own.

Engineering and permits
Structural repairs designed by a licensed engineer. Permits pulled through the local building authority under the codes it has adopted.

Phased execution around residents
Building-by-building sequencing, protected paths, open exits and noticed interruptions coordinated through property management.

Documented closeout
Per-line-item completion evidence, reconciled invoicing and a closeout package ready for a lender draw, investor report or buyer's diligence.

Capital work on a building people live in has to satisfy the code official, the lender and the residents at the same time.
Permitted under the adopted codes
Each city and county adopts its own code editions and amendments. Permits and inspections follow the jurisdiction the property sits in.
Engineer-stamped structural repairs
Stairs, breezeways and balconies are repaired to drawings sealed by a licensed engineer, and inspected before they are reopened.
Lead-safe work on pre-1978 buildings
Exterior paint and siding work on buildings built before 1978 falls under EPA's Renovation, Repair and Painting rule. UTS BuildPros is an EPA Lead-Safe Certified Firm (NAT-F268417-1), and our General Manager, an EPA RRP Certified Renovator, directs lead-safe practices on that work.
Line-item documentation
Scope, change orders and completion are recorded per item, which is what a lender draw inspector or an investor asks to see.

Apartment work carries obligations a commercial shell does not: lead-safe rules on older product, residents beside the work, and owners and lenders who need a documented, bonded contractor. These are the certifications and licenses behind every UTS BuildPros multifamily project, and most of them can be checked independently.
EPA Lead-Safe Certified Firm
EPA renovation firm certification NAT-F268417-1 under 40 CFR 745.89, covering all EPA-administered states including Texas, Oklahoma and Arkansas. Required for paid work that disturbs paint in housing built before 1978.

Lead Inspector Training
Our General Manager completed Lead Inspector Initial training under the Texas Environmental Lead Reduction Rules through AEHS, a Texas DSHS-accredited lead training provider, in November 2024, so the lead questions on older buildings are understood before the first surface is disturbed.

OSHA 30-Hour Supervisors
Field supervisors hold OSHA 30-Hour Construction Outreach training and site workers OSHA 10-Hour at minimum, which matters on a property where residents walk past the work every day.

Prequalified and A-rated through ISNetworld, with an Experience Modification Rate below 1.0. Safety programs and training records are verified by a third party, not self-reported.
