Most renovation programs happen with residents at home. The contractor that wins the work is the one residents barely notice: work that starts and stops when they were told it would, hallways that stay clear, water that comes back on schedule and one person to call when something goes wrong.

Why Occupied Work Is a Different Job
The scope sheet for an occupied renovation can look identical to a vacant one. The job is not. Five things change how it has to be run.
Residents are the schedule's first constraint
The plan starts with who is living where, not with trade sequencing. Buildings and stacks are phased so no resident is surrounded by active work at once, and noisy work is kept to the hours in the notice.
Retention is part of the result
A renovation that pushes residents to leave costs the owner more in turnover than it gains in rent. Predictable hours, daily cleanup and restored utilities are what keep renewals on track through the project.
Egress and life safety cannot close
Breezeways, stairs, exits and fire lanes serve people who live there tonight. Material staging, debris removal and access are planned around them rather than in them.
Utility shutoffs are scheduled, not discovered
Water, power and HVAC outages are planned, noticed in advance through property management and kept to the window stated. An outage that runs past the notice is how a renovation turns into a complaint.
Property management needs to know first
Leasing staff take the questions. They get a look-ahead schedule and a named field contact so they can answer residents before residents have to ask.
What We Renovate Around Residents
In-unit renovation with residents home
Flooring, paint, fixtures, lighting, cabinets, counters, appliances, water heaters and HVAC, done inside occupied units on a schedule agreed with the resident, with belongings protected and daily cleanup.
Unit turns alongside
Vacant units get the full package at turnover, averaging 4 to 6 weeks and faster or longer depending on scope, so one program covers occupied and vacant units without a second contractor.
Building exteriors and envelope
Roofing, siding, paint, windows, breezeways and stairs, sequenced building by building with protected pathways for residents.
Common areas and amenities
Clubhouses, leasing offices, fitness centers and pools phased so part of the amenity package stays open throughout.
How We Run an Occupied Program
Each step exists so the next one does not surprise a resident.

Walk the property with management
Occupancy, access, parking, resident sensitivities and building condition are recorded before any scope is priced.

Phase plan and resident notice
Work is grouped by building and stack. Property management receives the phase plan, the notice language and the dates for each building.
- 03
Permits and pre-work checks
Permits are pulled through the local building authority. Older product is checked for build year so lead-safe practices apply where the EPA rule requires them.

Daily work windows and cleanup
Crews work the hours in the notice, keep egress clear, and leave every unit and common path clean at the end of the day.

Weekly reporting and closeout
Owners and managers get weekly progress by building, open items and changes in writing, and a closeout package at the end.

Occupied work carries obligations that vacant work does not. These are the ones owners should expect a contractor to handle before the first unit is opened.
EPA Lead-Safe Certified Firm
EPA's Renovation, Repair and Painting rule covers anyone paid to perform work that disturbs painted surfaces in homes built before 1978 and requires certified firms and certified renovators. UTS BuildPros is an EPA Lead-Safe Certified Firm (NAT-F268417-1), and our General Manager is an EPA RRP Certified Renovator who directs lead-safe practices on older buildings.
Permits through the local authority
Permits are pulled through the city or county under the codes it has adopted, with inspections scheduled so they do not strand residents between trades.
Egress kept open
Exits, stairs and fire lanes stay usable throughout, and staging is planned so it never blocks them.
Documented, line by line
Scope, change orders and completion are recorded per item, which is what lenders, asset managers and investors ask for later.

Apartment work carries obligations a commercial shell does not: lead-safe rules on older product, residents beside the work, and owners and lenders who need a documented, bonded contractor. These are the certifications and licenses behind every UTS BuildPros multifamily project, and most of them can be checked independently.
EPA Lead-Safe Certified Firm
EPA renovation firm certification NAT-F268417-1 under 40 CFR 745.89, covering all EPA-administered states including Texas, Oklahoma and Arkansas. Required for paid work that disturbs paint in housing built before 1978.

Lead Inspector Training
Our General Manager completed Lead Inspector Initial training under the Texas Environmental Lead Reduction Rules through AEHS, a Texas DSHS-accredited lead training provider, in November 2024, so the lead questions on older buildings are understood before the first surface is disturbed.

Arkansas Residential Builder License No. 0465660226, issued by the State of Arkansas and current.
OSHA 30-Hour Supervisors
Field supervisors hold OSHA 30-Hour Construction Outreach training and site workers OSHA 10-Hour at minimum, which matters on a property where residents walk past the work every day.

Prequalified and A-rated through ISNetworld, with an Experience Modification Rate below 1.0. Safety programs and training records are verified by a third party, not self-reported.
Bonded to $10 Million Per Project
Bid, performance and payment bonds up to $10,000,000 on a single project and $25,000,000 aggregate through an A-rated surety.
